and crowd to ground lightning. dozens of sex crimes suspects targeted in a police sweep in san jose. president biden announced sanctions against russia, calling at the beginning of an invasion of ukraine. i'm natalie brand at the white house. how the u.s. and european allies are trying to deter further escalation. good afternoon. i'm sara donchey. our top story on kpix 5 and streaming on cbs news bay area, first alert weather day. a freeze warning and the potential for rain and lightning. a dusting of snow in the south bay. the big story everywhere has to be the cold. people are bundled up across the bay area. san francisco, marin county, and walnut creek seen here. paul heggen joining us with more details. we are not used to this, paul.

>> the coldest weather still ahead of us. we are still in the mode where we are tracking showers. we had a cloud to ground lightning strike near tracy. what we are seeing is producing shower activity, train, but there has been hail embedded. it will be drifting to the south. brief heavy downpours with this. these haven't been big rainmakers. after 6 1/2 weeks of dry weather, we take every drop we can get. any threat out of the showers will be potential for small hail in a couple of cloud to ground lightning strikes. when the sun goes down, it will quiet down. freeze warning for 9:00 a.m. same time thursday morning and friday morning. cold temperatures will continue to the rest of this week. take a look at the forecast low temperatures. what you will see on the map coming up. kpix 5's justin andrews

heading out to ask, are people ready for winter conditions? >> if you ask me, i am not ready. >> reporter: even with the sun beaming down this afternoon, it's still pretty brisk. we talked to people who say they are ready. others say they are preparing. >> i am bundled up, so i am not cold. this is my morning quiet time, copyorantis. >> rr: hiwarm ee, the new rktoda he says this is a daily routine for him, and he won't let a cold snap stop him. are you going to be out here tomorrow? >> oh, yeah. i do it every day. if it's raining, i sit under the awning over there. it doesn't bother me that much. i have five or six layers on. >> reporter: people in san rafael are bundled up, walking the sidewalks and probably going faster than normal to get out of the cold. in the peninsula, rain dropped last night. this system could leave temperatures plummeting, rain

falling, and even snow in the mountain. the kpix 5 weather team says temperatures could dip into the 20s or 30s tomorrow. >> yesterday, we had a quick uptick of heater sales. >> reporter: let's say things are heating up at mom and pops ace hardware. they will have another shipment of heaters coming in soon because they are respecting more people to committee by them today. it will be cold, but don't forget about plants and pets. cover the plants that may be outside and bring those furry friends inside. in san rafael, justin andrews, kpix 5. let sierra. the uc, berkeley snow and setter got 11 inches of snow as of 8:00 a.m. today with a decent amount of water content in the snow. stay with kpix 5 and cbs news bay area for the latest on her first alert weather day. we will have continuing coverage on air and online at

kpix.com. now at 3:00, three people were just arraigned on charges that they ran a full-scale ghost gun factory in san jose. the santa clara county district attorney's office found everything from assault rifles and parts to 3-d printers and even suspected fentanyl, all inside of the house in willow glen. the three suspects are all convicted felons. also in san jose, nearly 3 dozen sexual assault suspects were just arrested. the cases date back more than five years. >> reporter: police just released the names of 35 people arrested in a widespread operation that lasted for more than a month to taking a look at san jose, the scene of a court made an effort between the special ops and bureau of investigation to bring to justice cases that date back to 2016. police in san jose said they wanted to clear the queue. they

house right now where president biden is unveiling new ways to try to keep the supply chain moving. governor newsom and others are part of that conversation. dale russell reports, they are focusing on minerals to cover everything from cell phones to cars. >> reporter: president biden met with governor gavin newsom and business leaders. minerals are essential to keeping the country's supply chain going. >> without these minerals, we simply cannot function. we are expected demand, for them to incr 400 to60er e next >> reporter: to bolster minerals such as lithium, found in phones and batteries, berkshire hathaway has plans to break ground on a facility in the so-called with the gann valley in erie. much of the world lithium comes

from south america or australia and gets prospect in china. one of the largest lithium deposits in the world sits beneath the salt and see off the west coast. >> to build a stronger economy, we need a future that is made in america. >> reporter: the biden administration wednesday decreased the u.s. dependence on foreign sources for critical minerals like cobalt and lithium, often refined by china. president biden calls as a national security issue. >> we see what happens when we become dependent on other countries for essential goods like computer chips. >> reporter: it's not just let the end cold but that is also rare. are elements used to mcnabb it's . on tuesday, the department of energy unveiled its plans to find a $140 million project to recover rare earth from coal, ash, and other mine waste and reduce the need for new mining.

we have an update on california's covid fight to test positivity rate stands at 3.6%. that is down more than 2% from last week. tonight, hundreds of educators in the san francisco unified school district could learn that they will lose their jobs. the district faces a budget shortfall of $125 million during the 2022-2023 fiscal year. the district says they may have to cut jobs to trim the budget. the social worker was one of 400 people who were told they could lose their jobs. >> my students and families trust me, and often reach out to me during some of the most hardest moments in their lives, seeking basic resources like food and shelter and access to mental health services. it is really needed right now. >> reporter: the school board is set to vote at 5:00 on exactly which jobs to cut. a statement, the school district said, while every effort will be made to sustain

our existing workforce, in some cases, there may not be an appropriate placement for every employee who started impacted. let's talk wall street. tensions between russia and ukraine continued to hit the u.s. stock market. the dow dropped 482 points today . the mastic fell 166. the s&p 500 was down ndeverafte >> this is the beginning of a russian invasion into ukraine. >> reporter: president biden layout an initial round of swift and severe pages after vladimir putin recognize two separatist regions of ukraine as independent and authorized russian forces to move in. >> we are implementing full blocking sanctions on two large

russian financial institutions. we have, pressure's government from reston financing. >> reporter: the european union is also moving forward with initial economic sanctions. germany announced it will half the $11 billion nord stream 2 pipeline that would have moved natural gas from russia to germany. >> every indication is that russia continues to plan for a full-scale attack on ukraine. >> reporter: to further bolster beta escalation play, president biden says he has authorized the movement of additional u.s. forces and equipment to baltic allies. tuesday, secretary of state antony blinken announced he will not move forward with the planned meeting with his russian counterpart. >> of moscow's approach changes, we remain, i remain very much prepared to engage. >> reporter: speaking in south carolina, senator lindsey graham said he and a lawmakers are working on their own legislation to get more assistance to ukraine and possibly create a multiagency task force to target

possible if you wanted badly. how does someone make that change possible? >> i do believe we are fueled very much by purpose. if you make it matter, you will make it happen. i love asking myself three questions. what is my flight? why not me, meaning i can better myself? and what decision what i make if i were twice as competent and twice as strong. those three questions we can answer through action and really start to make change. it starts little by little. little by little amounts to a lot, especially on long runs. >> reporter: do you think it's true only for women? or do men struggle with the same thing? realizing the power of our own voice in the power of our own ability to change the direction of our lives. >> i think everyone struggles with that little voice. we have the ability to turn our inner critic into an inner advocate. everyone does. i believe our mind is our most

crucial business tool in relationship tool. the conversation we have been between our ears is the most important one we will have every day. can we speak to ourselves the way we would a friend? can we make it kind, powerful? i do believe every human has the ability to step into the vastness of who they are. a crucial piece of that is our mindset. >> you can stream "person-to- person" on the cbs news app. so much to talk about when it comes to the weather. a long stretch of dry and drain and now a mixed bag. >> is great to see the rain. we could do without lighting or hail. we had some measurable rainfall for the first time in 45 days. let's take a look at video from atlas peak in napa county. hail and snow mixed together. you can see it coming down. this is where a lot of that has

been concentrated this afternoon. we will see this continuing to drift further and further to the south as we head for the rest of the evening. most of the bay area has a decent chance of picking up measurable precipitation. we are looking to the east. you can see the billowing clouds in the distance. so far, less than a quarter inch on the high end of things. the santa cruz mountains, just over a 10th of an inch. you get further down the list, just barely more than a trace for downtown san fr looking at the radar, we do have some showers still out there on first alert doppler. drifting further south into northern contra costa county, we are seeing yellow that indicates downpours and possible hail. it is not hail that is big enough to do property damage,

but it does stink if you're caught out in the open. some parts of the storm are stronger and likely to produce cloud to ground lightning. we will be watching for that. you can see it drifting solely further and further to the south. eventually, it will make progress in that direction. future cast has a good handle on where things are right now. it shows showers across the golden gate. after that, watch things begin to diminish. they diminish rather quickly because the sun goes down. it takes a lot of energy out of the atmosphere. we will see showers quieting down by 10:00, midnight at the latest with clear skies for the rest of the night in the cold temperatures taking over. looking outside from the top of mount diablo, you can see heavy -looking clouds. a little shower falling out of at parcular ion of t ill mostly in the 50s, but in the 40s where it is raining in concord

in downtown san francisco. later on tonight, that is where temperatures drop off. the freeze when it goes into effect at 2:00 in the morning. it ends at 9:00 a.m. it continues wednesday morning and thursday morning. let's take a look at the forecast los and compare them to record territory. san francisco will be one degree above tomorrow's record low. santa clara will possibly set a record low temperature. napa will be in shouting distance of a new record as well. temperatures will drop down to below freezing for a lot of inland parts of the bay area, or at least near freezing. cover up the plants. make sure the pets have someplace want to shelter but temperatures won't be as cold, but chilly in the bay and coast. afternoon temperatures will be too bad the next few days. cool and breezy tomorrow. high temperatures in the middle

portion of the 50s. we continue gradually warming up as we head through thursday and friday. back to near average mp an saturday anceof showers on nday without hail and lightning. another chance of showers tuesday next week along with warmer temperatures. one of those things isn't going to happen. either we are going to warm up, or we get showers, but the data is evenly divided in terms of which will happen. we will keep an eye on that. we will be tracking the hail and lightning threats as we head to our evening news cast. we will be tracking cold temperatures at 5:00. in honor black history month, we spent an hour with local community leaders talking about their roles and responsibilities and the challenges facing them in their communities. >> i tell you how it is. systematic racism is built in. nobody really wants to deal with it. it is the way we always did things. it is time now to do things differently. with equal playing field. let's make sure our kids have
